The Center supports Proposition 3 because every student deserves access to strong, stable, and inclusive public education. Sustained investment in schools helps protect programs, staff, and learning environments that LGBTQ+ youth and other marginalized students rely on to feel safe, supported, and able to thrive. Asking the wealthiest Californians to continue contributing is a values-based choice to protect educational equity and opportunity for all students.
Recommended: vote no
The Center opposes Proposition 39 because democracy works best when every eligible voter can participate without fear or unnecessary barriers. Voter ID requirements may appear simple, but they can create real obstacles for transgender people whose identification documents do not match their name or gender marker, as well as for seniors, low-income voters, immigrants, people with disabilities, and people experiencing housing instability. The right to vote should not depend on paperwork that many eligible voters may not have, may not be able to update, or may avoid using for safety reasons.
Recommended: vote no
The Center opposes Proposition 42 because it would restrict California’s ability to meet future public needs. Revenue decisions are not abstract policy questions; they determine whether communities can access clinics, housing support, HIV services, mental health care, homelessness prevention, and other programs that sustain LGBTQ+ lives. California should preserve the flexibility to respond to changing conditions rather than permanently removing tools that may be needed to advance equity and protect vulnerable communities.
Recommended: vote no
The Center opposes Proposition 43 because majority-supported local investments should not be blocked by an artificially high threshold. Housing, homelessness services, transportation, public health, and LGBTQ+ community programs often depend on local funding measures. Requiring a two-thirds vote would give a minority of voters the power to stop services that most residents support, making it harder for communities to meet urgent needs and care for one another.

There’s a lot on the line for the golden state’s LGBTQ+ community and allies this election. From attacks on trans and immigrant communities to efforts to roll back our hard-won rights, our voices and our votes matter.
Here’s where you come in: TurnOut & Vote. The 2026 California Midterm Election is on Tuesday, November 3. Together, we can protect our communities and build a California where everyone can thrive.
This ballot guide shares the Los Angeles LGBT Center’s recommendations for policies that protect civil rights, expand access to health care and housing, and advance justice for LGBTQ+ people and our neighbors.
The Center supports Proposition 2 because responsible budgeting should protect people, not just balance accounts. LGBTQ+ Californians are disproportionately affected when public programs are cut, particularly those who rely on health care, housing assistance, HIV prevention and treatment, behavioral health care, and community-based services.
Stronger state reserves help ensure that during economic downturns, California can continue supporting the communities most likely to be harmed by austerity.
The Center strongly opposes Proposition 44 because it would threaten access to care for millions of Californians, including the 7 million patients who rely on community health clinics for primary care, mental health care, dental services, telehealth, prenatal care, and other essential services.
Health economists warn that Prop 44 could cut $1.7 billion from community health clinics in the first year alone, forcing many clinics to operate at a loss, close their doors, or sharply reduce patient services. This would be especially harmful for LGBTQ+ people, children, working families, uninsured people, seniors, veterans, Medi-Cal patients, and residents of rural or medically underserved communities where community clinics may be the only source of care for miles.
Prop 44 would also penalize clinics for investing in the staff, technology, translation, transportation, care coordination, and infrastructure that make health care accessible and effective. At a time when our health care system is already strained, voters must reject Prop 44 to protect community clinics and ensure everyone has equal access to healthy lives.
