Shall the Measure, to primarily ensure newly constructed property sales contribute to maintaining city services and infrastructure, establish a real property transfer tax that will
1. not apply to existing homes that sell for less than $2 million,
2. not apply to immediate-family transfers
but apply to other property sales at rates of:
1. $2,000,000 or less: 0.004
2. Over $2,000,000 - $10,000,000: 0.006
3. In excess of $10,000,000: 0.008
providing approximately $230,000 annually, with citizen oversight, until ended by voters, be adopted?
