Guía local del votante
Colleen Cunningham
2025 Kansas General Election Ballot
I am the person in my network who is always a cheerleader for getting involved with local politics because it often has the biggest impact on our day to day lives, and, because it is closer to where we live (literally and figuratively), it tends to be more responsive to constituents. Also, voter turnout tends to be super low in municipal elections, and I believe that we should all have an informed voice in choosing who represents us. Hopefully this voter guide will help!
I have 3 kids, am a former Special Ed teacher, and serve on an advisory committee for my local school board. Because of that, I will be supporting candidates who are supporters of our local schools, including those who support the mental health and well-being of students, teachers and staff, as well as community members generally. I have also volunteered in gun violence prevention for about 8 years, so will be prioritizing candidates who have pledged to govern with firearm safety in mind. Constituent communication is also very important to me, so candidates who proactively communicate with a wide swath of voters and/or are responsive will get a boost from me.
Because I’ve been doing ongoing advocacy work in the community for a while, I have some idea amongst the incumbents running for re-election, who shares my priorities and values. I am also doing my due diligence in checking out candidates’ websites, social media, and attending/watching forums so I can make the most informed choices, and pass that information along to friends in my networks.

Mejor elecciónMayor Skoog has done an excellent job of steering the city of Overland Park, as far as bringing in new businesses; working to increase walkable, mixed-use areas across the city; continuing to build up parks; and prioritizing safety. I am especially happy with the OPCAT program (Overland Park Crisis Action Team), which provides trauma-informed mental health support during emergency calls, as needed. Mayor Skoog also adopted a Non-Discrimination Ordinance, protecting the rights of our LGBTQ+ families, friends, and neighbors. These priorities have led to Overland Park frequently being highly ranked on lists of Best Places to live, work, play, and retire. Skoog is also a Gun Sense Candidate, meaning he has pledged to govern with gun violence prevention in mind.

Farassati has taken on increasingly extreme views in recent years, such as limiting Council members to 2 terms. He continues to rail against chip seal, the alternative to which is about 10 times the cost, but he also wants to cut property taxes, without specifying what cuts he would make to balance these priorities. He refused to attend the Johnson County Post forum because they would not submit to his demands.

Mejor elecciónHeley is running unopposed, but I appreciate that he frequently looks for ways to incorporate environmentally-friendly policies and practices into the city, balanced with bringing in new businesses and community amenities. Heley is a Gun Sense Candidate, meaning he has pledged to govern with gun violence prevention in mind.

Mejor elecciónI tell everyone that Cheatham is the ideal elected official, and I hope that she runs for an office that will be on my ballot. She has top-notch constituent outreach, with posts on social media about upcoming votes on Council, regular newsletter updates, and quarterly coffee meetings. As I said, I am not in her district, but I do Follow her on social media because she does such a good job of keeping people informed about what's happening in Overland Park. At the Johnson County Post forum, she described herself as having curiosity and tenacity, and I think that's a great description AND what makes her such an excellent public servant. Cheatham is also a Gun Sense Candidate, meaning she has pledged to govern with gun violence prevention in mind.

Marsden's initial website rollout included a photo of a protestor holding a sign opposing LGBTQ+ rights. Her website was redesigned, removing that photo and adding the same platform planks as Melissa Cheatham. She appears to be telling voters what they'd like to hear, without regard to the policies and procedures in place that the city council is required to follow. Marsden is NOT a Gun Sense Candidate, meaning she has not pledged to govern with gun violence prevention in mind.

I really appreciate Scrivner's "political origin stories." When she was a kid, she got a taste of political work saving a tree at her school. She is running for city council now after helping her aging father who lives in Overland Park and seeing what services could be implemented to better support that population in our community . At the Johnson County Post forum, I was impressed with Scrivner's research and ideas that she had learned about being implemented in other cities. Scrivner is a Gun Sense Candidate, meaning she has pledged to govern with gun violence prevention in mind.

Carignan has served previously on the city council, and supported a lot of great initiatives as he served. He and his family are longtime residents of Overland Park, and he is enthusiastic about bringing his neighbors' voices to the council. Carignan is a Gun Sense Candidate, meaning he has pledged to govern with gun violence prevention in mind.

Mejor elecciónAntrim has a background in social work, which gives her insight into mental health supports, as well as public safety. She is currently a realtor, which provides insight into solving the affordable housing challenges, as well as what people moving to, and living in, Overland Park value. Speaking with her, Antrim has enjoyed knocking doors to talk with, and listen to, voters, across the political spectrum. Antrim is a Gun Sense Candidate, meaning she has pledged to govern with gun violence prevention in mind.

Mosher is very passionate about supporting our first responders, which is certainly admirable. He appears to me to have a one-track mind for this area, however. During the Johnson County Post forum, he mentioned that he has only knocked the doors of people whose homes display an American flag. I believe that Amy Antrim has a wider breadth of knowledge and interest, and is interested in hearing from all constituents in Ward 4, and as such, is the better candidate in this race.

Washington's website does not include a lot of specific policy positions, but I appreciate her commitment to diversity, equity and inclusion, which she does include. She also includes a Survey link, was responsive to the feedback I'd submitted earlier this year, and seems eager to hear from, and talk with, Ward 5 voters. Washington is also a Gun Sense Candidate, meaning she has pledged to govern with gun violence prevention in mind.

Payne has a thoughtful and well-stated plan for his policy priorities. He also has a varied and extensive history of community engagement.

Mejor elecciónEvans was appointed to the Board, and is running unopposed to retain her seat. She has advanced degrees in education, and has lived in the community for quite some time, with both her own kids and now her grandkids attending Blue Valley Schools. She has expressed support for proactive gun violence prevention generally, in news articles and at Board meetings.

Mejor elecciónKnapp has been a big supporter of mental health initiatives, special education, as well as gun violence prevention in our district. I believe she is the only parent of students in the district serving on the Board, which I believe is an important viewpoint to include in decision-making. Knapp is also a Gun Sense Candidate, meaning she has pledged to govern with gun violence prevention in mind.

Roberts received criticism in 2014 for using the n-word during a State Board of Education meeting, and then doubled-down on his use of the word. Earlier this year, Roberts spoke during public comment and stated that he believes the cap for accepting out of district students should be at 100%, meaning that any student outside of the district should be able to attend here if there is a single space available for that student. This would leave no seats for students in families moving into the district mid-year.

Mejor elecciónBenson has an extensive background in education, as a teacher, administrator and Superintendent, including as Superintendent for Blue Valley, while the district experienced a big growth spurt. Since then, he has also served in the state legislature. It would be almost impossible to find someone THIS qualified to serve on the Board. Benson is also a Gun Sense Candidate, meaning he has pledged to govern with gun violence prevention in mind.

McMullen has consistently voted against even basic technology funding, as well as against mental health initiatives, even as administrators across the district indicated a need for maintaining, if not increasing, mental health supports to meet the needs of students in their buildings, following covid. In 2022, McMullen was stripped of his VP position on the Board after posting homophobic and transphobic comments on Twitter.

Mejor elecciónCarroll has been very involved in the community and is a stalwart supporter of public education and of students. He has been endorsed by the college's Faculty Association, and is also an endorsed Gun Sense Candidate, meaning he has pledged to govern with gun violence prevention in mind and has been involved with the work of Everytown for Gun Safety.

Mejor elecciónCross has served well on the Board for a number of years. This gives him solid historical knowledge of things the college and Board has done over the years. Cross has been endorsed by the Faculty Association and is a Gun Sense Candidate, meaning he has pledged to govern with gun violence prevention in mind.

Mejor elecciónRattan currently serves on the Board of Trustees, is hard-working and shows up for every forum and meeting prepared and ready to do the work on behalf of students. I am especially impressed with her references to providing students with wraparound services during forums, understanding that students need more than just great professors and courses. Rattan's education and work background is in engineering, which makes her a great problem-solver. She has been endorsed by the Faculty Association, and is also a Gun Sense Candidate, meaning she has pledged to govern with gun violence prevention in mind.

Holton provided strong answers at the 2 forums I attended, and when he didn't know an answer concerning how something is currently being done, was willing to acknowledge that and plan to learn more about it. He is endorsed by the Faculty Association, which is a meaningful endorsement to me.

Stokes' website leads with an image suggesting his top priority is "fighting indoctrination." I don't believe that is a valid concern at JCCC. He is also campaigning on establishing a faculty review council to vet proposed courses. A simple Google search using those search terms will take you to JCCC's Educational Affairs Committee website, which is the 1st step of a 1.5 year process for approving new courses. It appears that Stokes doesn't know how current processes at JCCC work, and does not have the interest to learn.

During the Johnson County Post forum, candidates were asked about what measures they would take or support to prevent gun violence on campus. Charlton stated that "Fortunately, we live in Johnson County and Johnson County is special," implying that gun violence is not a part of our community. Less than 2 weeks earlier, a gun was fired at a middle school football practice in Johnson County. There was a school shooting 3 years ago at Olathe East. In 2014, 3 people were shot and killed at the local Jewish Community Centers. Of course this is a non-exhaustive list of gun violence that has occurred in Johnson County. He went on to state that "you're not going to prevent all gun violence; you just have to be ready to respond." I fundamentally disagree that there are not preventative measures that we can take to address potential gun violence. I appreciate that other candidates share my view that gun violence prevention is a worthy effort to help keep our community safe.

While running for the Johnson County Board of Commissioners in 2024, Hamill was on video telling a room of supporters that "I'd like [JCCC] to be known as Johnson County Christian College." This is not how public schools work, and it is disqualifying to make such a statement about a tax-supported public college that includes a wide diversity of students. When he initially ran in 2021, he stated that "The big thing I'm really running about is the culture war." It is clear from these statements that his primary interest is not in supporting the students, faculty or staff of JCCC.

I was impressed with Abner's thoughtful responses at the Johnson County Post forum, particularly as he outlined processes for problem solving. I hold some concern that he appears to be running as part of a slate with candidates who do not measure up to a similar standard, and who hold viewpoints that do not represent my own.

Mejor elecciónSteele has done an excellent job serving on the Olathe School Board, and has a professional background in education. Steele is also a Gun Sense Candidate, meaning she has pledged to govern with gun violence prevention in mind.

Enge does not appear to be actively campaigning for this position. The most recent post on his social media/campaign page is over 1.5 years old.

Mejor elecciónOusley has served on the school board for several years, is supportive of mental health initiatives, and is active in the community. She clearly has students' best interests in mind as she governs. Ousley is also a Gun Sense Candidate, meaning she has pledged to govern with gun violence prevention in mind.

Mejor elecciónSinclair has an extensive background in education, including as an educational researcher. She has served on the school board for several years, with the best interest of students in mind. Sinclair is also a Gun Sense Candidate, meaning she has pledged to govern with gun violence prevention in mind.

Mejor elecciónBoyd-Noronha has an excellent background, including serving on the school board, as well as in computer engineering. As concerns about AI in our schools grow, this seems like an especially beneficial expert voice to have on the Board. Boyd-Noronha is also a Gun Sense Candidate, meaning she has pledged to govern with gun violence prevention in mind.

Mejor elecciónColeman-Marconett has an impressive background as a Marine Corps veteran, is currently pursuing her PhD in Higher Education, and is also the mom to young kids. She spoke passionately at the Johnson County Post forum about the importance of diversity, equity and inclusion, both based on her educational work as well as her lived experiences as a child adopted from China in the 1990s. It is very clear that she will center the needs of all students if elected.

It was difficult for me to find information about Melius' current policy priorities. After scrolling back to 2021, I did find a Facebook post in which she addressed some issues. Perhaps reflecting that time (but not having much more recent information), it appears that her priorities were to eschew science on the issues of masking and vaccines, as well as concerns about "DEI curriculum and training." When asked about making schools inclusive and welcoming at the Johnson County Post forum, Melius emphasized school safety by hiring SROs, but went on to state that "mixed pronouns do not belong in school." She also mentioned the virtual school dragging down graduation rates, and went on to discuss reading problems among kids who were in early elementary school during covid. My youngest actually attended the Spring Hill virtual school during early covid, and they had a really top-notch phonics program in their online school. Melius' comments came across as unnecessarily combative to me.

Mejor elecciónAs a former Special Education teacher myself, I really appreciate Miller's background in the classroom, and think that will behoove him and those in the community engaged with special education services. At the Johnson County Post forum, he made it clear that he will work to support all students in the schools, while also continuing to build community in Spring Hill. Miller is a Gun Sense Candidate, meaning he has pledged to govern with gun violence prevention in mind.

Olsen stated during the Johnson County Post forum that he is "a firm believer in the family should be dictating where we go," but did not disclose which family or families should be making that decision for the entire, diverse district. From my perspective, this belief undermines the expertise of teachers and can lead to, or exacerbate, teacher/staff shortages.

Mejor elecciónI really appreciate Beauchamp's trajectory, from volunteering in support of community schools to running for school board. He has a history of advocating for the Spring Hill schools and working across the community to that end. He is proud of the schools, and also has specific ideas for improving infrastructure and education in the district. Beauchamp has a clear understanding of the role of the school board, and expresses trust for teachers, administrators and staff. Beauchamp is also a Gun Sense Candidate, meaning he has pledged to govern with gun violence prevention in mind.

Ewing does not appear to have a campaign website or social media presence. There was a real contrast between Ewing and his opponent, Ted Beauchamp, at the Johnson County Post forum. While I found Beauchamp to be lively with several specific improvements he'd like to promote for the district, Ewing seemed more supportive of the status quo. I also was uncomfortable with Ewing's statement that Spring Hill does not have any difficulties in being inclusive and welcoming, but also stated that "pronouns are assigned at birth." It is not inclusive or welcoming to deny the existence of trans students and families in the district.

Mejor elecciónKay Heley has a background in health care, is an active community volunteer, and truly is passionate about our water. Heley is also a Gun Sense Candidate, meaning she has pledged to govern with gun violence prevention in mind.

Mejor elecciónGunby's professional background is in civil engineering, which will certainly help in steering the maintenance of our water infrastructure. Her professional background also includes sustainability policy work, as well as having served on the Roeland Park City Council. Gunby is a Gun Sense Candidate, meaning she has pledged to govern with gun violence prevention in mind.

Reese has served on the Water One board for quite some time, as I understand. He does not seem to have a functioning website or a social media presence, and there are not forums for Water One board. I will be supporting Jennifer Gunby for this position, as she is actively campaigning and is well-qualified.

Mejor elecciónWestra is an environmental scientist by trade, and is an incumbent on the Water One board. Westra is also a Gun Sense Candidate, meaning she has pledged to govern with gun violence prevention in mind.

I am a former Special Ed teacher, mom of 3, and follow my school board and other local politics pretty closely. I serve on an advisory committee for my local school board, and have been volunteering in the gun violence prevention space for about 8 years. I am a big proponent of local government, as it is the closest and most responsive to our day to day lives.
